It's because that spare wheel is using a colorable texture, and since only one color is supported for the whole car body, it cannot be colored separately. I can create a second skin that makes the spare wheel permanently white, if you want.

the spare wheel on the left side of the car is also getting painted when i paint the car, is that a bug?

This is awesome! Think you could port in the Ford Focus Rally Car, Mustang GT-R Concept and Ford GT Concept from Ford Racing 3 too? Those cars are all awesome and haven't been added to gmod yet, and i know you would make them just as good/beautifully as you always do, keep up the awesome work red =) and keep making people happy with these.

You should port some more from Ford Racing 3 as I read they have cars from the 20s, 30s, and 40s, which other people rarely upload car addons from those eras. So I request the 1923 Model T, the 1931 Model A, and all cars from the 40s...
