I'm going to update this mod in a few days. Generally, the policy cost will increase, it will get a tech backwater decrease, it will increase internet crime, increase internet tax (if enabled), anger capitalists, make young people happy, and productivity will get a nerf. Thanks for your feedback and patience. :)

Maybe loss of income of some private busniess. Aka the middle class, and the rich, because some people go to diffrent resurants for wifi. Now that there are goverment hotspots, then these business would suffer a little.

You should probably add a decrease to productivity because some people would go to a free internet hotspot and use it just to use things such as social media and computer games.

Perhaps generation of unhappiness with capitalists and happiness with socialists, and a slight increase to technology?
