I think the difference is the companies. Seeing how both have 10 companies, probably the game engine (or more like the pre-existing in game models) only allows for 10 different ones.

I suppose that it depends on the person's taste on which mod they choose. Either this or the other, but not both. To be honest, it would seem a bit weird to see Circle K in the EU.
