50% on defensive actions
0% on peaceful actions.
That said, I'd prefer it if there was a way to make their reactions only trigger on aggressive actions; does that exist, or?

Press on Moddable Ruler Turns, again a new popup from another mod, Subscribe to that too.
Close now that window to go back to the previouse popup. Now press Continue to subscribe.
Now both mods will Appear in your Xcom2 Launcher.
No. They have like a 20% chance of doing ruler actions in addition to two AP per turn in LW2.

You did install the required mod, right?
I got the viper queen before I even had magentic weapons or 5 squadmen. Most I had was the nano vest.
Unsubscribe and resubscribe from both Mods.
Do you have any other mods installed that might alter ruler behaviour?
I have no experience with BehaviourTrees, and would rather put my efforts on other mods. If you do it, drop a comment and I'll link to it from here and the base mod.
In ABA, i have something i call the "mini-ruler" system. Enemies that have it will get extra actions whenever they are damaged.
Basically, i trigger the effects GrantActionPoints and RunBehaviorTree on a Listener for UnitTakeEffectDamage. Simple and elegant solution that can be used for some neat stuff.
Maybe giving something similar to the Alien Hunter rulers would be a good compromise between neutering them completely and keeping them unchecked?
Can too in this one - twice a turn :P, but less turns overall.
bruh they have enough health as it is, but this mod MAKES THE 10 EUROS SPENT WORTH IT!!!
