I'm also pretty sure the maguses had difficulty getting religious tolerance.
Aside from that, the civilization is very overpowered; observatories, water mills, solar power plants, etc. are able to be built in cities without the prerequisites, putting the strength of the civ over the top.
It's something I think would have worked really well in Civ IV, but Civ V's 3 tile radius is just way too big for the effect, especially on smaller maps.
I think, instead of being overlapping city radiuses, if the other city had to be settled within the captial's raidus (within 3 tiles) then it would work really well.
