This was created due to some complaints about the number of steam giant civilians you need to kill for the achievement "No Mercy". It's just an event that spawns civilians and guards of the steam giant variety, creating a risk/reward scenario where you can (at risk to your character, and escalating difficulty) farm civilians to help with that achievement.

This addon was requested by, and dedicated to Xeinok who pointed out a flaw in the current structure of said achievements, though anyone's welcome to use it for the same purpose of farming those achievements.

I'm not sure if this means PvP or PvE anymore...
