Yes, that's because the "damage" body groups are changed dynamically - they become permanent as the car gets damaged (starts emitting smoke). Like it says in the description, it is best to freeze the car in place and out of reach to manually change these body groups.
I have no way to port from either of these games. Also, I think most cars from the TDM series are from Forza.

Yes, and it's a very important one - performance. Every drivable car in NFS Most Wanted (2005) and Carbon is made of around 10k polys, much lower than the highly-detailed models from games like Shift 2 (around 100k) or Forza (more than 200k). Still, I plan on introducing some LOD (level of detail) support that will further optimize these cars for lower-end computers, since spawning a lot of them decreases the framerate.
All licensed cars from NFS Carbon + some from Most Wanted (2005), it seems.
For now, I intend to port only the licensed cars such as the C6R (including Cross' variant) and GTO. I'm also working on a real CVPI for the SCars HD series - it's due out this summer.
Some of the police cars from Most Wanted have already been ported and are available as part of this pack .
Please read the description - it clearly shows there are two variants of the "license_plate" body group. Like I said before, I've included a US-style license plate alongside the European one - the latter is shown by default simply due to the non-US specification of the car.
