Yes an Ovi without tail & arm feathers is possible. You just need to edit the alpha channel texture.

Hey Kordak, do you believe it would be possible to make a featherless ovi, i've tried but inherently failed. If you have anyidea how to remove said feathers please inform me. thanks!
