Jokes aside, I dont know how to get in contact with OP, I added Capnbubs, but he has yet to respond, something tells me he wont accept.
thing is i look in my mod files for cortex command its there its say crobotech.rte then i look at the cortex command mod manger in the game its not there

2 things that you/we should try
the first way for you to help us if you dont know what you are doing is to get us a crashlog of the loading screen. Under the cortex command folder in your common steam directory, there should be a text file called LogLoading. Enable the mod and boot up the game- when it crashes, close it and open up that text file. At the bottom of it, it will print what line and file it crashed on and we can trace back its failure to load (and presumably fix it).
the second way for you to help us is to upload your base.rte folder to a file sharing website and share the link with us. ¥€$! and I are probably equally capable of finding the differences between that and our own installations. From there, we two geniuses will fix the mod with our superior bugfixing skills and code-mastering intellect.

as a guideline, give each weapon a designation of primary or secondary, heavy or light, and optionally explosive or sniper
i have done all of this to my own installation already and it works, just ask and i could send you the fixed .rte
as for the ai being broken and not shooting its guns... i really have no clue. loadouts and weapon categories have nothing to do with that and tbh its something ive given up on.
