Don't get me wrong, the other mod does just what it says it does, but I always like being able to change it in-game rather than editing an INI file :)
I am wondering whether you could provide the same for coilers.

The Plasma weapons are ugmo, even the upgrades dont look as cool (they are just random doodads stuck on the weapon, rather than actually looking like the thing they are meant to assist with).
When using a different skin for the pistol ("T3 pistol") strange things happen:
1- pistol overwatch always uses sniper rifle
2- two "reload" button appear, the first works but the second does not
When I use the default skin for sniper rifle and pistol everything works fine.
With a different skin for the pistol I think the game somehow sees the pistol as a primary weapon. I'll try to take a look into the config files, but I don't think it's a config issue.
For mod-added weapons showing this problem it's because in XComGame.int there're no AbilityDescName="Item name goes here" entries like AbilityDescName="Rubber chicken". Dunno if that applies here...
The issue is with toolbox if Randomized Damage is DISABLED. It resets Spread to the default stat, but the default stat for weapon skins is 0 (since they inherit from other templates afterwards.)

I think it is related to LW toolbox, removing it and rebuilding config files has resolved the issue.
Although I can't reproduce the issue...
Can you please give me a full list of mods you are using?
Seems to be a problem popping up lately - LW Toolbox and Damage Roulette, even when deactivated, prevents damage spread from working correctly.
The skins for halo reach weapons and old xcom weapons are getting stats correctly however.
any Ideas? the alternate mod loader is not indicating any mod conflicts.

Actually, your request made me aware of a bug in XSkin System that has been addressed now.
This mod is called " Vanilla Weapons as Skins." I guess you mean the Mercenary Plasma Weapons Mod.
The XSkin System has compatibility for the Mercenary Plasma Weapons Mod, but I added them to the T3 Plasma Rifle List, since they're plasma rifles (only!), and not true skins. Converting them to true skins for T1 and T2 is a little more work, since it requires setting up custom localization and more configuration.
Also, I updated XSkin System, which should fix the issue you had with attachment graphics.
I have that Plasma Rifle mod enabled, but I can't put it's skin on a T1 nor T2 weapon.
All vanilla weapons are supported...
