Oh ok, now I know what you mean. The fact is, I wanted to make the pack be more universal and these wheels have rather distinctive look. There's also a steam punk skin pack which contains such wheels. And for instance, the small powered wheels were directly inspired by this electric Porsche from 1901. [cartype.com]
The large wheels were made to look like wheels of some heavier machinery, for example old tractors from 1930s/1940s. Despite its name, the pack wasn't meant to be from the beginning of the industrial revolution, it's a little bit more modern (but not too much) - let's say from the first half of the 20th century.

Don't worry, I won't be changing the wheels. People would be mad, if I kept changing the parts they could have already used for their machines.
I don't understand? The small wheels do have spokes. The large wheels don't. But the wheels are finished and I won't be changing them, maybe some small details at most.
Only ballast for now. ;) The current plan is to finish mechanical tab, then finish armour category, after that I'll move to flight and then finally to weaponry, which will be the most difficult I think.
@ [XG] Classic 1969: I will probably do black together with some other color packs but only when the pack is finished or at least covering the 'building' blocks (not weapons). Too many colors would now slow down the progress.
