Report a translation problem
I just tried to recreate this bug, like I did when one or two other people reported it before. After getting the steed stone, I checked my weaponspeedmult in the console and it was appropriately changed to 1.10 . I have no idea why you guys are having this issue. I tested this with no other mods active on a clean save. I wish I could be of more help here, but it's functioning properly for me.
Should work fine on existing saves, just remove the stone (by taking another) and get it again to receive the new effects.
The Steed should function properly, skyrim is just a bit buggy with handling attack speed sometimes. Try consoling in the correct attack speed or starting a new game. As far as I could imagine, a mod conflict might cause the issue as well.
Thanks! That's likely the case, though I'm not exactly sure why it doesn't work on existing saves, yet. There is a console solution, though.
1. Open the console (tilde key ~).
2. Type "help "rite of the ritual"" with the quotes around the spell name only.
3. You should get an 8 digit id. Type "player.addspell [spell id]" without the brackets or quotes, replacing spell id with the code you got in the last step.
That should do it, let me know if this resolves it for you. =)

I actually would prefer every sign to have bonuses that scale with your character, but this mod is just a simple tweak to the actor values changed by the stone buffs. Fortunately there are some percentage based actor values, such as damage, but the actor value for armor is just a flat modifier.
This is not a bug with the mod, but with Skyrim itself. There are cases where modifying the player's attack speed can drastically decrease the player's base attack speed. It can happen even in the base game with the dual flurry perk or the elemental fury shout. Fortunately, it's fairly easy to fix via console and I've only had it happen to myself once.
Open the console, type "player.getav weaponspeedmult", then "player.getav leftweaponspeedmult" without the quotes. One or both will probably be very low numbers, with 100 being normal attack speed. If you are only using the steed, without dual flurry, simply typing "player.setav weaponspeedmult 110" and "player.setav leftweaponspeedmult 110" should remedy the issue. With dual flurry 1/2, use the value 130 instead and with 2/2 use 145.
