No you do not! If you read any sort of the Workshop Rules/TOS you do not need permission to use any of it. It's all open to the bloody public! However stealing someone's work like using GMA Extractor and posting it as your own is illegal. But no, anything on the workshop is open to download or use as Content. Personally if I was you, I'd listen to Jew and I. Jew; because he's an experienced GMOD Server Owner, with Axiom gaming, which holds lots of servers, and I; because I've been in the owning business a while too lad.
