I'll see if sometime in the future I can actually create a style for all the buildings that people can download, since I know sometimes the Building Themes mod (which is what I've used for a long time) can prevent a lot of buildings from spawning in office zones, for instance.

I'm currently trying to get some level 2 offices finished up. I do have plans for a cargo station of sorts as well as a variety of things depending on what's needed in order for this to feel like a complete set.
There are a lot of props required. More than the number of buildings asset(About 100 buildings asset require 154 Props!). Need optimization to use less props required.
I agree on the idea that the levels work to separate the different types of businesses, it's just a little odd of implementation.
I have no idea on the numbers and technical workings behind it, but land value seems to grow faster when buildings do reach max level. In my first city, I had a small, secluded area that would reach max level but decay back down due to low land value, while a larger, denser area of lots of high-value buildings stayed.
I also notice it's hard to get most residential zones up to level 5, as well as generic industry to level 3. I plan on having the Commerce/Office zones getting a lot of buildings at level 2 for all the density levels, simply because that's where I personally put most big-name stores, fast-food, restaurants, and big-box stores at over level 1 (especially since at a certain point, most level 1 buildings are quickly gone). Level 3 is for the big fancy gallerias and boutiques.
I've only really used the ore/oil industrial specializations once, and it seemed like they sucked the resources dry quite faster than it should've, so I hardly got time to study the buildings. But, if they are anything like the other industry lots, I'd bet it would be a world of good to diversify.
@Willy: They're not perfect, but it's something different at least. I feel like the farming and forestry specializations can use more buildings and it would probably help to do some for oil and ore... Overall, I really feel like most of the workshop is dedicated to well designed high-level/high density buildings that are nice, but pretty much overlook a large portion of the game, especially if people play with the milestones over having everything available from the start.
And it's nice to see the farming industry getting more attention. My farms always wind up being a lot of billboards and so many pigs.

I know it doesn't really sync well with most other assets in the game, but I guess that's what happens when you let someone who wants to "stylize all the things" get their hands on a game like this.
And yes, I'm rather dumbfounded by the zoning in this game, and it's probably one of my biggest criticisms of the game given some of the other areas that are quite flawless. Luckily, modders and asset creators have figured out work-arounds and we have the RICO system that can hopefully be implemented so that we don't have to plop all the growables.
