I really like it, Only thing that needs to be updated is to have the blips show up and fade in sync with the rotating bar. It would be cool as well if the blips changed location only when the player moves but that might be hard to implement.

The only thing about this that I have a problem is that it's inaccurate. The blips only appear once the arm touches/passes over them. There is however a mechanic in one of the TF2 props with a radar that basically spins and does the thing correctly. If you implement the mechanism there to this item, then your item will be more accurate. http://www.nodraw.net/2010/01/dynamic-materials-with-proxies/ The first picture with the animated computer screen, which has a similar part to yours, would be a good reference. Otherwise, your idea is pretty awesome!
