Stats:

+When drank:Increases speed by 30% and take 15% Less damage for everything for 7 seconds
-When effects clear:Decreases speed by 30% and take 15% More damage from everything for 4 seconds

Well it's a solid idea, but maybe the effects should have something to do with burn? So you soak an enemy with it and the enemy has after burn damage almost like bleed?

+30% Fire Resistance
+33% Melee Damge(About 10 more damage)
-40% Speed for 5 seconds after wearoff.(Speed of reg demoman)
