It can be added via "Add Team Fortress Item" when right clicking the demoman's name.
Or you can spawn it manually with the name "tw_kingcape".
Gaelic Garb is not included, I did not realize it had the same issue.
As for the Sub Zero Suit for Demoman, my addons do not provide the model but give a material override cause the original doesn't appear correctly in SFM.
To acquire this model I PERSONALLY recommend acquiring GCFScape and extracting files from TF2 (There are many YouTube tutorials for this) to SFM. This will effectively provide you with ALL the new content currently in game including updated versions of models as the Sub Zero Suit USED to be Pyro only.
Additionally The Sub Zero Suit for Demoman shares the problem this addon seeks to fix, but since it it technically "Multi-class", I've put that in the respective addon.
However if you do not have the models by default, then you can obtain them by extracting files from TF2 via GCFScape. Or there are various other addons that add the models, which I am unsure if my addons and others work together well.
Also if you can extract files from TF2 to SFM via GCFScape, you will acquire all the models currently in game.

And as for Demo's Dustcatcher, I had no idea that thing was even paintable. Thanks for bringing my attention to that, I'll add that to the list of cosmetics to fix up.
Regardless, if the filepath priority change caused this, then you can undo it by dragging Workshop back to where it was prior.
I should also mention that there is a Google Drive download for all the textures I've done in which all you have to do is put those in "steamapps\common\SourceFilmmaker\game\usermod" in your file explorer. Usermod has ultimate priority over everything and there should be zero reason that texture file replacements should NOT affect other items.
Open SFM through Steam, you will immediately have two options. Select "Launch SDK". A small window will pop up. Select the bottom most option "Edit Search Paths For Selected Mods".
A checklist will appear with several boxes such as HL2, TF, Workshop, and TF_Movies. TF will be greyed out. Click and drag Workshop ABOVE TF and click OK.
Doing this will give Workshop priority over TF2. Meaning instead of SFM looking at TF2's broken textures, it will look at the ones in Workshop, which are the ones I fixed myself.
Simply clicking Subscribe will NOT make this addon work.
Additionally, I am currently working on updating all my addons to the most recent update of TF2 and hopefully into an all in one package.
Simply subscribing will bring no visible results unfortunately.
Also the VTF for Demoman's Sub Zero Suit is part of my multiclass cosmetic texture fix addon as it's also worn by Pyro.
You'll have to use another addon or extract files from TF2 to SFM to obtain the model itself. Sorry for the confusion.

You may also find a model of the Sub Zero Suit elsewhere on the workshop, but I highly recommend extracting assets from TF2 itself as you see in the Youtube link provided.
Though, might I suggest validating your files or perhaps creating a workshop folder manually?
Also, that texture specifically is part of my all-class pack since the cosmetic is for both Pyro AND Demoman currently.
