try unsubscribing to the mod, launching your game, closing it, and resubscribing to the mod. if that doesn't work, try going onto starbound's main menu, clicking the gear button at the bottom right, and see if you can find better grappling. once you've validated that it has been downloaded and installed, try finding it in the steam files (for me, its located at C:\program files(x86)\steam\steamapps\workshop\content\211820\735970532\).
if you find a content.pak at that location (or wherever the mod is for you), try copying it and pasting it to the mods folder, located inside of starbound's main folder (C:\Program Files (x86)\Steam\steamapps\common\Starbound\mods\ by default) and see if that does anything.
