Although I didn't know these cosmetics had the issues? They appear to be fully functional by default for me.
This filepath will have the majority of VTF files this addon has. Keep in mind these are only textures and not actual models. These textures apply models you should already have.
I have Workshop above TF in the SDK, but still get black unpaintables for all these cosmetics.
Redownloading didn't do much either.
I suggest redownloading, and if the problem persists, then to relocate the files to their respective location under Usermod (If you wish to not have to bother with these files later) and then switch the file names of the VTF files that seem to be flipped with each other.
I order it from top to bottom, TF_Movies, Workshop, then TF.
So, to fix this you have to launch SFM, but that first menu that asks whether you want to "Launch Source Filmmaker" or "Launch SDK", you select SDK.
Then you're given a menu full of options. We don't care about them except "Edit Search Path For Selected Mod" at the bottom of that menu. Then you will get a checklist with a few options for TF, TF_Movies, and Workshop.
All you have to do is click, drag, and drop Workshop so it's above TF, fixing your problem.
Generally I have it ordered from top to bottom, TF_Movies, Workshop, then TF.
