The following is a link to a similar policy mode for 2.2 that functions with % increase rather than a hard addition (+1000 Minerals, etc). I created the mod as a stopgap while other more comprehensive mods, like this one, are updates to their original glory. Right now it provides tiered % increases in all base resources, all tier 2 resources, unity, influence, and research speed, in the form of three different policies with 3 options each. I hope those of you who havnt been able to find a suitable replacement like me can get some enjoyment out of this in the interim!

Sorry it took so long, but I have quite busy end of the year and cannot put as much attention to mod as I would like to.
I have just uploaded new version, unlocking compatibility with Stellaris 2.2 - I have made sure that most of the modifiers are working, however some things may be broken - I will be working on fixing them somewhen in the future.
It should be nerfed too, +100 years on tier 1 seems a bit extreme.

The mod version is set for 2.1.* meaning , the red marker should not be there..
I am currently working on changing edicts into polices which should result in ability to turn them on & off
What you are describing was happening before update for Stellaris 2.0 - perhaps you should unsub and subscribe, the mod updating process is sometimes not working well ..

The issue describe fits 100% running outdated mod version, so I hope you will be finally able to update.
Finally I was able to make it work by:
Unsubscribing the mod.
Launching stellaris, starting a new game and exiting to the desktop.
Subscribing the mod again.

Long description: It turns out, that the colony ships cost is related with population happiness. The “God Mode” edict (the only one, which enablement causes that particular issue) highly raised that value (up to 9999%), which resulted in enormous costs of building the ships. I have decreased happiness boost to high, but not cost-breaking value.
Nest steps: Decreased value of happiness boost is only a temporary measure – I believe that the lack of ability to toggle cheats is annoying and will be moving with re-writing them as polices.
