Attila defs needs something to simulate the fact emperors of the east and west didn't have to conquer every single province to bring the Empire under one court. Usually it was just a few key battles that reunited the realm. (e.g. Constantine, Theodosius)
And while I'm at it I'll also try to allow the WRE to build the ERE's buildings and vice versa, once Rome is reunited.
It's just getting them to be unavailable and then unlock after Rome is reunited that is the hard part, which is the exact same problem that I described below.

I tried to do this by giving the WRE all of the ERE's units and vice versa, but the script for locking those particular units at game start and then unlocking them after Rome is united wouldn't work.
