Its a tool where you can install from the workshop.
It supports player colour through your player menu of choice. I don't know what ragdoll colourizer is, so I have no idea.
Respawn.
The reason they don't have different weapons is because these use the NPC Groups system, which when spawned are technically not an 'NPC' class, but an entity with child NPCs attached to it. When you spawn an NPCG it spawns a barrel as the base entity, then removes it after the child NPCs are spawned.
These use the NPC group system so even if they were singles you still wouldn't be able to choose their weapons.
