Pain, search website "Spiderling Forums", and click "Modding" thread.
Then install "spar"s ModLoader" and "TGYD's Building Tools MOD".
if you can't understand how to use or install, please ask it that fourm.
I can't answer about MOD :(

Actually, you can choose which language in the discribition, which can Synchronization for the user's language
