This is really good, hope it get implemented. Though, hopefully not as a Head slot items, since I can picture it fitting a lot of the currently available hats well.
Also, does the beard shake/wiggly? You know, the usual source mechanic for cloth and such. Would be grand.

I love the beard, not a big fan of the fins personally, so just keep them seperate. I'm sure that some people like the fins more than I do.

TIde is one of my favorite hero in term of gameplay esthetic and voice line. And i truly love this set. It gives a really creepy look to Tide :).
Just make the fins move and add some particle of water to the beard and it would be perfect.
