Truthfully, the only problem I have with the idea of making it need a Teleporter Core is that it doesn't feel right, since this acts like a relay. The Teleporter Core, to me, denotes an item that actually does teleporting, meanwhile this is mostly just like a remote control for your own ship's teleporter. It doesn't do the teleporting, just tells your ship teleporter to bounce your signal elsewhere whenever it does.
I would point out that the purchase of a Ship Teleporter Relay is a one-time investment . Unlike actual Teleporters, which are not portable as they will be destroyed when broken down. Also, Teleporter Cores are rare, but not that rare. I have a stack of almost 20 on my ship and I've used several to buy several Teleporters.
If it really bugs some to have a Teleporter Core requirement, it could require something else, like Tech Cards. I mean, after we've unlocked our techs, what good are they? I have a huge stack of them which I never use. Same with Matter Manipulator Modules. And I keep finding more
The mod itself doesn't provide you with any massive advantage other than to reduce how many loading screens you have to go through in the end. You can't teleport through background walls or while underground, so any place you're able to use this, you can beam back to your ship anyway and use that teleporter. This is just an item of convenience, not really of power. To make it end-game would basically just be like how they made the ore-detector from near-endgame materials, which is to say somewhat redundant.
