Create a shortcut to ServerBrowser.exe and copy it to your desktop. That way you'll always run the latest version that gets updated through steam.

btw, the steam server browser works.

Without the right key you'll get a Forbidden error screen, but it shouldn't be a timeout.

@WolFeN: version 2.35+ contains a fix for that.
It's just that's the first time I've seen a Workshop item including an .EXE while reading that's actually not possible. But well, I guess Valve doesn't care anyway.
But you are right, .exe files from random people are a security risk.

Since when are .exe files allowed in the Steam workshop?

Create a shortcut to it on your desktop and Steam will take care of any updates.
