the skeleton/vertex groups wasn't the reason. but I think I've fixed the problem.
Now I'll go on with the other twd survivors.

"Actually yes you can fix that. Some animators use their own custom rigs that don't contain all the joints of the original skeleton. To fix it, do not weight anything to the Clavicle, Bicep or Spine joints. Transfer all the weighting to the Upperarm joints for each arm."-Hellsing
