Because these are just skins for a separate mod called "Ivory Cars". ivory data is part of that mod, and you need that.
Ivory Cars got deleted from a lot of places (including steam) but perhaps you can find it somewhere. I found this, maybe it works:

The Tanoan version might not be listed in the editor or show some error messages (as it is part of a faction that doesn't exist in the base game), but I'm not sure. Maybe it will work just fine.

1. Name the car to something like car1
2. Place down a trigger:
set condition: true
set on activiation: car1 animate ["ani_lightbar", 1];
Putting the above in the init field of the car won't work, you need to use a trigger.
The armaholic upload wasn't mine, I had no control over it.
It seems Ivory Cars have been deleted from most sites, there might be places where you can still find it, but I won't post links to them anymore. These skins keep staying up though.

@An0nym0us_one : (i'll write in english if its okay) if you want to make the lights fully blue for your own car mod, in the config.cpp under your own vehicle class use this setting:
emergencyLightbarType=3;
There are more color options with different numbers:
1: red and blue / 2: all red / 3: all blue / 4: red and white / 5: all amber
