Me and another author on boardgamegeek made full empire setups for the Aztecs, Celts, and Chinese. I'm not sure how to build stuff for TTS, but I could give you the card lists, unit stats and other empire data. We have some images for it, but not 3-d unit models, and I'm not really sure how many images you'd need to make a TTS version.

any thoughts on adding fan-created civs? There's been several threads on Boardgamegeek about that. Specifically, Celts, Aztecs, and Chinese.

@Silver I would love to play with you sometime. It's really easy. There is a conversion tool to change it to .3ds and then you just open in blender, and export as obj.

How did you converted DCL/GRN models to OBJ? And thanks for the game, I just don't know how to play 100%
