if its not working just install the outside connections mod and build a bridge or go to map editor

@pedrovs.azor hello there. Thank you! :) Unfortunately, the only solution for them to start spawning is to add an external connection: boats or airplanes. It is meant to be like this for an added difficulty :steamhappy:
