maybe some special decisions for the new DLC?
If you really wanted to, you could start as France and release the countries, save it and then reload it as your preferred country and they would all be independant (and really weak).
It might also be a problem if you have mods that haven't been updated to 1.2 yet, since they did change the number of states.
@AtlasLegan: No, I decided to force the Communists to keep the illiteracy penalty as part of their theme, although since Bao Dai did abdicate in favor of Ho Chi Minh, I probably should have him do so in the tree.
@nzeli: Thanks for your info. I do believe there's probably a mod conflict somewhere if France has the Tonkin region. And I've found with my Egypt mod, that the Increased Resources mod does not affect the new released countries as the IR mod probably just has the default country tags.

@Heatmiza: I'm not sure what you're referring to as 'France land'. I have to admit I haven't playtested this much so I'm not sure what bugs there are.
