It might take a while, but pretty much anyone can make a voice pack with these instructions. I have one advice to give: Don't worry what others are going to say about your voice pack, just make it for your own enjoyment and if you think it's at least half-decent, release it here.

As for the volume levels, I'll fix those in a couple of days. I might rewatch RvB soon so that I'll get some new lines for Caboose and if I'm not too lazy, I might make a Church voice pack too. It might take quite a while so anyone requesting other voice packs, make them yourselves, it will be faster and there are pretty good guides for making voice packs, it isn't that hard.
Sarge and Griffen would be great!
If I'm gonna make another voice pack, it will be Church. He has a lot of lines, so it would be a bit easier to make one. But then again, I made this Caboose voice pack, you guys should make the next one, it's your turn
