The White Water Lily cluster ( https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=969882541 ) is a water feature "building". Perhaps you could incorporate that idea with your Lotus.

m_placementMode 02 (on water) doesn't work with trees? Or better 04 on surface (anywhere).
