Thats not even a tenth of a percent. That means that 99.9% of the world isn't Finnish. How do we know this? Government censuses.
Now the best government censuses have a margin error of about 1%. So Finns make up .0912% of the planent, plus or minus 1%.
In conclusion: There's a 50/50 chance that Finland doesn't exist.

For these kinds of mods, the additional stuff is usually just additional database info, rather than game code, so hopefully not all is lost :)
As for versions, from what I know, it should be ok for Vanilla CiV, but once you've got any of the expansions installed it's difficult to know for sure, as turning them off hasn't completely reverted back to the previous state from what I've seen.
I've seen the version in question and if the modder does a non-audio changed version, I could probably take this one down, as theirs is in the CiV graphical style to match the game.
However, I think there is option somewhere for the game to run background music from the users own music library.

- "Jääkärimarssi", Jaeger March (A military march, also from Sibelius)
- "Porilaisten Marssi", March of the people from Pori (Also a military march, composer unknown)
I suppose that only the melody (not the singing) would be essential.
I'll be looking at possibly toning down the Sisu trait, if my translations are correct :-P
