Why Three rings? Make them all into one (to rule them all as it is said LOTR). You can only wear one ring at a time in the game; unless you have a left hand ring. So instead or having to keep changing out your rings, do them all in one.

place it in the chest and place the chest at some where in whiterun or river wood that will be easier to find it

Yeah, place 1 in 7 dwarven ruins each, 1 for each jarl, 3 on some powerful elves (on solsthiem maybe) and 1 on alduin

You should make an entire set of them and make all of the hold Jarls have them, and make one drop from Alduin so it could be like Lord of the Rings
