And I agree that both Civ5 and BE will still go on for a long time
As for BE, I would love to make mods, but I do not own the game

Try this first...
1. Turn off the game.
2. Delete the "Civ5ModsDatabase.db" from "Documents\My Games\Sid Meier's Civilization 5\cache."
3. Launch the game and go to the mod section again.
If this doesn't help I'll upload a mod for you to manually download as soon as I get home
