This isn't related to the cosmetic, but to the previews instead. You cannot equip the Dead of Night with the Outback Intellectual on Sniper because they're both "Shirt" items, you may want to demonstrate another loadout for it.

Also, the same thing for the Engineer, the Industrial Festivizer isn't possible to wear with other hats (though it should...).

Aaaand it covers Soldier's eyes. Why do 90% of hats have to cover Soldier's eyes?
