I'm pointing out the issue and why its happening in case anyone else runs into it.
I'm not having any trouble actually completing the scenario, because I don't use the option to end on SPAD. It *does* still mention passing the SPAD in the summary at the end of the scenario, however, for the reasons I've already mentioned.
I've had cars "creep" from their intended starting positions in the past. I can't say for certain that is the case here, but as long as the scenario starts with the last flat car partially beyond the signal at the north end of the siding, a SPAD is going to occur.
So, those who have the option to end the scenario when passing a SPAD checked will run into the SPAD/game end situation unless they uncheck that option to run the scenario, or otherwise edit it to move the string of cars back a bit to clear the signal.
