I am not sure about heights and lua files. I do not want to change things I do not know the effects of.
And btw: it was not criticism on the CommonAPI mod. To be honest, I have no idea what it does. And proper bug report? I have no idea what you are looking for. Maybe I can do something here if you want and explain in more detail what you need to know.
If you have problems with CommonAPI a proper bug report would be nice.
How should I know we have a problem?
CommonAPI alters the game map range settings.
UGs max height limit is 1000 (map lua range). CommonAPI changes this to 2500. This seems to negativly affect the map creation.
Either the map.lua max rage is set to 1000. Then creation shouldn't be a problem anymore and the result should be the same.
However I will introduce a conditional switch to the next version so this patch can be disabled.
Btw. you can disable CommonAPI native functions and patches via CommonAPI Menu -> Settings -> More -> Disable native library. Save, Restart the game. (to activate it again, you can use TPFMM or edit the mod settings.lua)
The reason for this patch was a request for even more mountains:

Have fun.
So now I am going to play and see if there are any consequences not having this mod.
BTW: the expmapsize setting was not needed to load the map correct.
I am reinstalling the game now and will try again without any mods installed later on. And if it works I will reinstall group by group the mods to see which one causes issues. I have seen someone who did deinstall the common api and solved the issue. Didn't work for me.
One question popped up in my mind Gax: is this a "big map", so did you set the experimentalMapSizes to True in the settings.lua?
PS:. The fellows at https://www.transportfever.net might help, if you can communicate in german.
To give some insight: the shortest and cheapest railroad bridge between Bern and Locarno, at "city ground level" will cost about $5M. Reason is the height of the bridge above the water level.
I do say "city ground level". It could be that the rivers and lakes are at the right height, but everything else is higher than it should be.
Yes, the snow mountain mod is included.
When I do use the no road mod and I do set up the road network myself, there are industries and cities which are really unable to connect because the industry is in a mountain or the city is on a steep mountain side.
the adapted Snow Mountains Mod? (Link posted below)
But when I try to load it, I get the error that a road network is not possible. So I used the "no roads" mod. The map loads, but I have to set up a road network by myself now. So is there another solution without the "no roads" mod?
Second thing I noticed in the "no roads" map is the river banks. They are increadible steep, in other words the water level looks to be very low. Bridge costs are increadible high because of this. Any known reason for this issue and how to solve this?
Thanks in advance!!!

I recommend you to look for help here:

That were the number i think i used, but you should play with them a little to find what best suits your needs.
game.config.terrain.vegetation.forestLevel = 0.9
game.config.terrain.vegetation.forestDensity = 1.0
game.config.terrain.vegetation.singleDensity = 11.0
game.config.terrain.vegetation.treeLine = 530.0

Apart from that, you might want to change the forest settings too.
