I literally had this exact idea about a year ago, thinking of it being part of a mod idea i had called 'The World Hates You'.

This exact thing was part of the financial portion of said mod, the likes of which also consisted of merchants being much more stingey with prices and having less gold to offer.

I guess this is what happens when i don't have a computer good enough to run the CK at any decent level so i can't make mods myself without it taking ages. :p
