Second - crazy question: is it possible to enable a modifier key (like shift or LeftControl) to speed up or slow down the camera speed while in game?
It'd be awesome to be able to zoom around quickly to position my camera and then slow down for gentle push-ins, etc.

There is a separate WotC SDK, if you download that, you'll get the 1GB SDK and can opt in to the full content (right-click->properties->betas)
I didn't find any beta choices on XCom 2 or it's SDK on Steam. :/
The bare-bones SDK (no content, only Script Compiler) is 1GB, you can choose to download all the content as a "Beta". This will be 67GB.
the SDK is only a gig?
I believe simple coding (like this mod) can be done with the bare-bones 1GB SDK, but steam displays 67GB even if you only download the simple SDK.
I have experienced the same issue on WotC: tactical camera works fine but when the mission ends the game crashes

As far as I can tell, they do not conflict.
To advertise the controller update, Firaxis presented the debug camera (which has been in since day 1, mind) as a way of "touring the avenger". However, I find it to be very interesting in other situations because it allows you to find out how certain things work under the hood. For example, try activating the debug cam while on the Geoscape to see where it actually is ;)
No, this only affects the debug camera movement speed.

Using the Console Command "UIToggleVisibility" should work though.
