I don't know what "Villages overhauled" is, but if you are refearing to "Towns and Villages Enhanced", or some mod like this, yes, it alters the interior, also, "Skyrim Travellers" or other mods change merchants and my mod add arrows to some blacksmiths, so they could be not compatile. This is the problem.
Also, having 28 mods could create problems even if they are compatible sometimes, just for the loading order, there are tools that cheks that and optimize it.
Conflicts I could think of being possible - Skyrim Travellers, Villages overhauled (though I think this is just an exterior mod), maybe the dragon bone weapon one?
Maybe this mod doesn't work with Hearth?
IDK, it was kind of disappointing but after getting extra items for vendors mod I more or less have arrows covered by visiting blacksmiths now anyways.
(I'm mostly marksman, I do like to sneak and shoot first...)
