There is a mod called Alternate Start download that and start a new savegame where you chose to live your life as a Necromancer in a secret location. You will be teleported to this little house i n blackreach, exit the building and you will be at the location where he is supposed to be. Once you know the location you can find your way there from your other character.

Think u can be ABLE to kill him at that lvl. He is in blackreach but remember this old since 2012 so there is a huge chance it wont work.

and where is he located? I looked at the picture that he look like he's in blackreach but he wasn't there.

but if u have the alternate start mod and chose the necromancer in a secret location option, after that exit the house he will be there. And one problem might be that you NEED to download the mod manually

Don't bother with this mod. I have a mod that comes with all the classic LoTR weapons and a real Sauron with better looking armor inside Blackreach. The armor isn't wearable, but it looks more like Sauron's actual armor and comes with an enchantment that sends enemies flying.
