Princ30R Very much on purpose. It's because many workshop items have mod, asset or prop dependencies that are NOT included in this collection. Subscribe To All does not include those dependencies, you need to open each individual page for that. And you also need to open and READ the pages of each mod, because many have by now been replaced with new mods as the old ones are incompatible.

If I enable Subscribe All, I get to spend most of my time troubleshooting people's problems as a result because they didn't read the descriptions.
