It should do small amount of continous damage like short circuit left click, and extra damage to burning players

This item... I don't like how it basically would give engineer a pocket pyro. Spy is a soft counter to engi, and having the ability to set them on fire as an engi would cause engi to have too much power. Who needs to go pyro when your engi has it covered already? Also it can render spycicle spies useless almost immediately.

to all those complaining : At least he is trying to create weapons for an underappreciated class and not being greedy, by creating even more unusual effectsor createing weapons for classes that don't need more right now like scout, or soldier

The problem with this concept idea is that your giving a class a counter to one of his counters in game. Similar to the Razorback for sniper, huo-long heater for heavy, Darwin's Danger Shield to Sniper and short circuit to engineer. Unless it has some really hefty downsides to it, this would be considered a bad idea to give to Engineer.
