And I know you don't read comments but I'm putting it for amusement.
An impervious forcefield (aka Shields like Void Clouds) resistant to penetration. It'll regenerate incrementally ; slow then faster and faster (unlike other shields). Standard for all empires.
I'm sure there's at least one Physics: Field Manipulation technology where this can be Researched, and applied universally. Shove it in one of them.
This may make more sense. Why? It fortifies Spaceports / Stations, opens a window of vulnerability unless the Spaceport or Station survives and is left alone.
