I have no idea what the solution is. It seems the issue is a recent one as a result of some patch... The maps download but they don't show up in game! Hopefully developers will fix this problem soon, if not i can upload the map to a file sharing site and you can get it from there and place it in your maps folder.
Also, there is no DLC required for this map.
To see the map in game you need to subscribe to the map, wait for steam to download it, and in CiM2 choose to play in sandbox mode and select the map from list.
I have yet to create a scenario for this map so for now the only way to play this map is in sandbox mode. I recommend turning off growth (though i have placed markers so that playing with the setting on won't drastically change the city) and setting difficulty to expert.
