Firstly, there is no such thing as a 'stupid question'. There is only question(s).
The answer is: This does not produce special materials; the building works as a recycling center which gives you one return: Electric power. It's a nice addition to the city, and very modern. For example, Sweden where I live actually uses this but not for electricity, but rather for hot water for free heating in homes (paid by yearly taxes.

A stupid question: does this produce raw materials like the vanilla recycling centre?

The ammount of trucks, could suggest that 27 hired staff wount be enough for driving all the trucks ;)

It does not need Natural disasters to be used, some elements of decoration will be missing only
