who do I talk to too go there?

Location looks cool on outset. The divisions of the smaller isles is a nice touch.

Negatives:

-Light missing from a few light source locations in shadowy areas.
-Why use bled and dying Falkreth guards east of Windhelm?
-4 bandit chiefs in one location and no underlings?
-No navmeshes for NPC's they just stand around idle and do nothing.
-No active shrine to Talos near the Talos monument.
-Location map is unfinished and landlocked in the middle of the Skyrim world map.

The biggest and most damning issue for me: -NPC heads are off-colored, not matching bodies. This is the biggest immersion breaking garbage in the mod community. I wouldn't even bother uploading a mod that has this ultra obvious flaw.

Correct those problems, and you got a descent mod here. For now, thumbs down.

Autoload doors? Is there no way to have the boat activate-able like in Dawnguard?

@Stick Figure The doors I used were 'AutoLoadDoorMinUse01'. You can link the doors together in the teleport tab.

How exactly did you manage to create the "travel-by-boat" system?

Sorry, but this mod causes CDT's at various times, even when game is "paused".

Was a really good island but the npc was kinda bugged though the friendly ones

There is a rowboat at the north-eastern end of the harbor that takes you to the island.

How do you get there? dont find the location in the harbor
