@.CheekyFox! I often have same problems, but buildings - not the reason of it. You need to place high level buildings in zones with the high cost of the earth, generally in the downtown, where high education level and municipal services. Try to place residential zones around these buildings for increase in cost of the earth. Also I activate "clever houses" policy which increases earth value around houses - it really helps)
